Alaska Power & Telephone files with FERC on hydropower project

Alaska Power & Telephone (AP&T) filed a Federal Energy Regulatory Commission (FERC) preliminary permit application for the West Creek Hydropower project. The proposed 25 MW project would be located on West Creek near Skagway, Ala.

AP&T provides regulated electrical service to the Skagway and Haines region, as well as to other rural communities in the state.

Since the mid-1990s, AP&T has licensed and developed four hydropower projects in Alaska including Kasidaya Creek, South Fork, Black Bear Lake and Goat Lake — two of which were the first certified low impact hydropower projects in the state.

These projects have helped AP&T’s service areas transition from 90 percent dependency on diesel fuel, to 75 percent renewable energy.

The preliminary permitting phase is just one of many steps required to advance the West Creek project.

During the preliminary permit phase, a series of studies will be conducted to demonstrate that the project can be developed in an economically feasible and environmentally sound manner. AP&T would then file for a FERC License to construct and operate the project. The permitting and licensing process could take up 10 years, according to AP&T.
