Construction delayed on 900 MW Pennsylvania gas plant

The Pennsylvania Department of Environmental Protection has granted an 18-month deadline extension under an air permit, to April 2016, for Hickory Run Energy LLC to start construction on a 900 MW power plant.

The department said in a notice in the Aug. 9 Pennsylvania Bulletin that the extension covers a 900 MW natural gas-fired combined-cycle facility in North Beaver Township, Lawrence County, according to GenerationHub.

The permit was issued on April 23, 2013. Under the permit, if the construction, modification or installation is not commenced within 18 months, or if there is more than an 18-month lapse in construction, modification or installation, a new plan approval application that meets the requirements state code needs to be submitted.

The company, which is an affiliate of LS Power, sent a June 26 letter to the department “stating that a slower than anticipated recovery in the local PJM Interconnection electrical markets resulted in the facility being unable to finance the project and commence construction prior to October 23, 2014,” said the DEP notice.

“The facility also submitted a new time table for construction which includes executing a construction contract within 6 months of the May 2015 forward capacity auction with construction commencing during the 1st quarter of 2016. The Department hereby approves an 18-month extension of commencement of construction to end on April 23, 2016.”
