The power plant was acquired by the port from San Diego Gas & Electric (SDG&E) in 1999 with the purpose of removing it from the bayfront. Dynegy South Bay, Inc., the current tenant of the power plant, began the decommissioning process on January 1, 2011.

Dynegy South Bay Inc. and the Port of San Diego signed an agreement in October 2011 to approach the demolition project as a two-step process, focusing on removing the above ground structures first. An official Coastal Development Permit to demolish the power plant was submitted to the California Coastal Commission on November 3, 2011.
